Shin-Koiwa station is in Katsushika ward in Tokyo, on the JR Sobu line. Shin-Koiwa lies right on the border of Katsushika ward, and if you head south you'll be in Edogawa ward. Though the Sobu line is notoriously jam-packed during rush hour, it is much easier to find a seat during other times of the day. The Sobu Rapid and local services split at Kinshicho--the Rapid takes you to Tokyo in 13 minutes, and then direct to the Yokosuka line, giving you non-stop access to Shinbashi, Shinagawa, and Yokohama. The local services takes you to Akihabara in 14 minutes, and connects to the Chuo line for access to Shinjuku.
The Lumiere shopping street extends for 420 meters from the south exit of JR Shin-Koiwa station. It contains 140 shops in this Japanese downtown, and was the first arcade shopping street in Katsushika ward.

The Arakawa river flows right by Shin-Koiwa station, and people often jog or cycle along the riverside path. There are many wide fields by the river where people play sports or have picnics. This portion of the river is actually an artificial diversion, drained into this area around 80 years ago. Before this work, Tokyo experienced many instances of flooding, but the drainage works now protect the inhabitants and provide a place of respite.
The shopping district out the south exit is lively and bustling every day with many shops. Plus, the Edogawa Cultural Center holds professional concerts and theatrical productions.
With access to the JR Sobu Rapid and Local lines, you can get to many places from Shin-Koiwa station. The area is mostly residential neighborhoods so you will most likely be able to find all the supermarkets and other stores you will need day-to-day. Rents in this area are usually affordable. Plus, there are 140 shops on the Lumiere shopping street for even more convenience. Plus, there are several bus lines that start from the station, giving you even more travel options. The station itself may be in Katsushika ward, but from the south exit the Edogawa ward office is very close, which is convenient for official business. Edogawa ward has very supportive family policies.
